If I want to meet new people, I will join a club, or I will go to gym. I made a friend in Yoga class at the gym. I think it's goot way to meet new friends.

For example, when you go to the library you can find some student who study alone, you can go to them and asked them if you can joined them and my be you can ask them some question that's let them know that you are interesting to make a relationship with them. all in all, you can make a new friends very easily just go to the places that people are happy , and trust me same you want a new friend they need a new friends as well, so don't panic just go.
